EuroSouvenir's zero-euro program — launched in France around 2015 and printed exclusively by Oberthur Fiduciaire — produces legal-format collector notes with no monetary value and no legal tender status anywhere. They are sold directly to tourists, typically at heritage sites, zoos, and museums. The series expanded rapidly into Central and Eastern Europe, with Prešov, the administrative center of eastern Slovakia, among hundreds of locations covered by 2019.

Oberthur prints these on genuine banknote paper with security features, which is precisely what made the format commercially viable — buyers are paying for the tactile authenticity.
