The 0 Euro souvenir note program, administered through various licensed distributors including EECD, has operated since around 2015 as a collector-only product — legal tender in denomination only in the loosest theoretical sense, since zero euros buys nothing. Oberthur Fiduciaire prints them to genuine banknote specification, including security features, which is part of the appeal. Prešov, the fourth-largest city in Slovakia, sits in the country's northeast and has a documented history stretching back to the 13th century.
