The EuroSouvenir programme — administered under licence from the European Central Bank — permits the production of zero-denomination collector notes that are legal in design compliance but carry no monetary value. Oberthur Fiduciaire, one of the few security printers authorised to produce the series, manufactures these at its French facilities using the same substrate and anti-counterfeiting specifications required of genuine euro issues, which is the entire point of the exercise.
Praha joined the souvenir catalogue in 2022, notable because the Czech Republic itself still uses the koruna — Prague remains outside the eurozone, making the note's euro branding a mild geographic irony that most buyers don't register.
