The 0 Euro souvenir note program was launched in France in 2015 by EuroSouvenir, with Oberthur Fiduciaire producing the notes to genuine banknote security specifications — watermark, security thread, serial numbers — despite carrying no monetary value whatsoever. The Porvoo issue targets Finland's second-oldest city, a popular tourist destination known for its well-preserved wooden old town. These notes are sold at face value plus a markup at point-of-sale locations and are legal to produce under EU regulations precisely because the denomination renders them uncounterfeitable in any practical sense.
