The zero-euro souvenir note was formally recognized by the Banque de France in 2015, establishing a legal framework that allowed private issuers to produce euro-denominated novelty notes without contravening counterfeiting statutes — provided the denomination rendered them worthless as currency. Oberthur Fiduciaire, which prints genuine banknotes for multiple central banks, produces these on the same equipment and paper stocks used for circulating issues, which is why the watermark and general feel convincingly mimic real currency.
