The zero-euro souvenir note program, administered by the MEBC and printed by Oberthur Fiduciaire, launched in France in 2015 and expanded rapidly across European tourist sites. These notes carry no legal tender status anywhere — the European Central Bank has never sanctioned them — but Oberthur prints them on genuine banknote paper with a holographic strip, borrowing the physical vocabulary of real currency without the monetary function. The Arrabida bridge climb itself only opened to the public as a ticketed tourist experience in 2012, making this one of the earlier souvenir notes tied to an attraction barely established when printed.
