The EuroSouvenir program — operated under license from the European Central Bank — permits regional tourism bodies and municipalities to issue zero-denomination collector notes that are legal in form but carry no monetary value. Poprad, the Slovak city at the foot of the High Tatras, joined a catalog that by 2019 numbered in the hundreds of releases across the continent. Oberthur Fiduciaire prints the series using genuine banknote substrate and security features, which is precisely why the ECB's authorization was required in the first place.
