The 0 Euro souvenir note program began around 2015, driven largely by the French tourism sector, and Oberthur Fiduciaire has been the dominant printer of the series since its commercial expansion. These notes have no legal tender status anywhere — they are sold directly to collectors and tourists, typically at or near face "value" plus a premium, and are never submitted to any central bank for redemption.
John Paul II's presence in this format is commercially logical: he remains one of the most recognizable figures in modern Catholic history, and Poland-themed souvenir issues have been among the stronger sellers in the program. Whether this specific issue is tied to a particular Polish institution or shrine determines its scarcity relative to the broader series.
