The 0 Euro souvenir note program began around 2015, driven largely by the French tourism sector, and Oberthur Fiduciaire has been the dominant printer of the series since its commercial expansion. These notes have no legal tender status anywhere — they are sold directly to collectors and tourists, typically at or near face "value" plus a premium, and are never submitted to any central bank for redemption.
