Zero Euro souvenir notes have no legal tender status anywhere, but they are produced under license from the European Central Bank, which controls the specification — including the requirement that Oberthur Fiduciaire, one of the ECB's approved security printers, handles production. The format is strictly regulated precisely to prevent confusion with genuine currency, which is why the "0 Euro" denomination is mandatory.
The Pope Francis edition was issued through the commercial souvenir note program that began in 2015. Vatican City uses the Euro but issues its own coinage; it has no paper currency of its own, which makes the souvenir format the only way a Francis-themed Euro-format note exists at all.
