Eurosouvenirs is a licensed program under the European Central Bank's official souvenir banknote scheme, which permits the production of zero-denomination euro-format notes for the tourist trade provided they carry no legal tender status. Oberthur Fiduciaire, one of the few security printers authorized to produce genuine euro banknotes, also handles much of this souvenir output — meaning the substrate, intaglio printing, and security features on these notes are often indistinguishable in quality from circulating currency.
That manufacturing pedigree is the only genuinely unusual thing about the object. Collector interest is modest and largely theme-driven.
