Eurosouvenirs notes are a legal-tender curiosity — issued under a European Central Bank framework that permits commemorative 0 euro notes to carry the euro insignia, despite having no practical spending value. Oberthur Fiduciaire, one of the major security printers behind actual circulating euro banknotes, produces the series, which gives these pieces genuinely high production standards relative to their novelty purpose.
The tourist souvenir market for these has grown substantially since the format launched around 2015, with print runs varying wildly by venue — making some issues scarcer than they appear.
