The zero-euro souvenir note program launched commercially in France in 2015 and quickly became a genuine collector category rather than a novelty afterthought. Oberthur Fiduciaire prints them to full European Central Bank security specifications — same substrate, same intaglio printing process, same holograms — making them technically more sophisticated than many legal-tender notes from smaller issuing nations.
EBMA licenses the format to tourist sites, museums, and landmarks across Europe. The notes carry no redemption value by design, which sidesteps the legal complications of issuing denominated currency outside central bank authority.
