The zero-euro souvenir note program, administered under license from the European Central Bank, has produced well over a thousand regional and institutional variants since its launch around 2015. Oberthur Fiduciaire prints these to the same security specifications as circulating currency — intaglio printing, embedded security thread, UV-reactive elements — which is precisely the point. Collectors pay for the production quality, not monetary utility.

Planet Ocean Montpellier is an inland aquarium complex in the Hérault département, an unlikely institution to appear on banknote-grade paper. R. Faille's CEO signature appears on these as a consistent series convention rather than any central bank authorization.
