The 0 Euro souvenir note program, launched commercially around 2015 and administered through licensed distributors at tourist sites, was never legal tender — a fact printed openly on the notes themselves. Oberthur Fiduciaire produces them to full Euro-series security specifications, including intaglio printing and genuine cotton-fibre substrate, which is precisely the point: the collectible value depends on the notes being materially indistinguishable from circulating currency in construction, if not in denomination.
Piton de la Fournaise, one of the world's most active shield volcanoes, is an obvious subject for the Réunion issue. O. Houot is the in-house designer credited across much of the Oberthur souvenir series.
