The 0 euro souvenir note program, administered through licensed issuers like UEPL and printed by Oberthur Fiduciaire, launched in 2015 as a legal collector instrument — technically issued under European Central Bank authorization but carrying no redemption value. Oberthur produces these on genuine banknote paper with a watermark, which satisfies the ECB's condition that they not be trivially counterfeitable despite their nominal worthlessness.
The Raz de Sein is one of the most dangerous stretches of water off the Breton coast. The Phare de la Vieille, built in 1887, took years to complete partly because working conditions on the exposed rock made construction nearly impossible for much of the year.
