The 0 euro souvenir note program, administered through licensed issuers like UEPL and printed by Oberthur Fiduciaire, launched in 2015 as a legal collector instrument — technically issued under European Central Bank authorization but carrying no redemption value. Oberthur produces these on genuine banknote paper with a watermark, which satisfies the ECB's condition that they not be trivially counterfeitable despite their nominal worthlessness.
