The zero-euro souvenir note program, administered under license from the European Central Bank, began in 2015 and has since produced hundreds of regional and tourist-themed issues across the eurozone. Périgueux's Cathédrale Saint-Front — a UNESCO World Heritage Site and one of the largest churches in France — is an entirely logical subject for the format, which functions as a paid collectible rather than legal tender in any meaningful sense.
Oberthur Fiduciaire prints the series using genuine banknote security features, including a holographic strip and UV-reactive ink. The notes do circulate legally at face value — zero euros — but are purchased at a premium by visitors, making them souvenirs that technically satisfy the ECB's issuance conditions.
