The European Souvenir Banknote Association launched this issue in direct response to Russia's full-scale invasion of Ukraine in February 2022 — one of the faster turnarounds in the souvenir note program, which typically runs on longer production cycles. Oberthur Fiduciaire printed it in France, as with the bulk of the ESNA catalog. These notes carry no legal tender status anywhere and were sold through tourist outlets and online, with proceeds from some distribution channels directed toward humanitarian relief efforts, though the specific arrangement varied by vendor.
