Euro Souvenir notes are a private collectible program launched around 2014, produced by licensed printers under an agreement that permits the "0 Euro" denomination precisely because it carries no monetary value and therefore falls outside European Central Bank issuance rules. Oberthur Fiduciaire, one of France's major security printers with genuine currency contracts to its name, produces these to the same physical specifications as circulating euro banknotes — same paper, same dimensions, same security features including the EURion constellation.
