Souvenir zero-euro notes have been produced under the Euro Souvenir program since 2015, with Oberthur Fiduciaire handling the lion's share of the print runs alongside Giesecke+Devrient. They carry genuine euro-format security features — including the holographic strip — licensed through an arrangement with the European Central Bank, which permits their production explicitly because they have no monetary value and therefore no legal tender implications. Unilettre, the French firm that dominates the tourist-site licensing side of the program, commissioned this note for Saint-Gilles-Croix-de-Vie, a fishing and sailing port on the Vendée coast known historically for its sardine canning industry.
