Euro Souvenir notes are a licensed collectible series produced under authorization from the European Central Bank, which permits their manufacture provided they cannot be mistaken for legal tender — hence the zero denomination. Oberthur Fiduciaire, one of France's principal security printers, has handled much of the series production, bringing genuine banknote-grade manufacturing to what is essentially a tourist keepsake.
The holographic strip is not decorative affectation — its inclusion reflects ECB licensing requirements that mandate security features precisely to distinguish these notes from forgeable denominations while paradoxically giving them a finish more sophisticated than many actual circulating currencies.
