The 0 Euro souvenir program launched in France in 2015 was a private commercial venture by Eurosouvenirs, sold at tourist sites with no legal tender status whatsoever — they are collector novelties printed to euro banknote specifications deliberately to trigger the familiarity response in buyers. Oberthur Fiduciaire, one of the genuine security printers behind actual circulating euro issues, produced these on proper banknote paper with security features intact, which is either clever marketing or an uncomfortable blurring of the line between currency and merchandise, depending on your position on such things.
The Parc zoologique de Paris, the Vincennes zoo, had only just reopened in April 2014 after a decade-long, €170 million renovation — this note effectively served as a souvenir of the reopening before the paint was dry.
