Obverse description Central vignette reproduces Ingres' portrait of Napoleon I enthroned in imperial regalia, sceptre in hand, against a purple-toned guilloche underprint. At left, a stylised EU flag vignette bears the «SOUVENIR EURO» legend and series date «2017-1», with a circle of twelve gold stars and a large intaglio «0» numeral. Lower right carries the «EURO SOUVENIR» logo and an alphanumeric serial number.

Euro Souvenir notes are a private collectible series launched in 2016 under license from the European Central Bank, which permits the reproduction of the euro format for non-monetary souvenirs provided they are clearly distinguishable from legal tender. Oberthur Fiduciaire, one of the major security printers responsible for actual euro banknote production, prints the series — giving these pieces a level of technical finish that most souvenir currency cannot claim.

The zero denomination is the point. These were never meant to pass as currency, and the ECB license explicitly requires that denomination.
