The 0 Euro souvenir note program was launched in 2015 by Richard Faille's Oberthur-backed initiative, targeting the European tourist market with legally denominated — but entirely non-circulating — collector pieces. Each note is assigned a unique serial number and produced to genuine banknote specification, including security thread and UV-reactive inks, which has made them unexpectedly popular with collectors who had no prior interest in notaphily.

The Paris Catacombs issue is among the higher-demand entries in the French series, given the site's visitor numbers and the international profile of the ossuary — which holds the remains of roughly six million people relocated from overcrowded Parisian cemeteries beginning in the 1780s.
