The zero-euro souvenir note program, launched by the Euro Banknote Memory company in 2015, occupies an odd commercial niche — legal tender denomination, genuine security printing, sold as a collectible at tourist venues across Europe. Centre des Monuments Nationaux distributes these through its managed sites, and the Panthéon entry is among the more traded in the series given the volume of visitors that building draws annually.
Oberthur Fiduciaire produces these on the same equipment used for genuine currency, which is precisely the point — the hologram and paper stock are not decorative gestures.
