The zero-euro souvenir note series was launched in France in 2016 by Richard Faille, who licensed the concept to tourist sites and cultural institutions as a collector item with no redemption value. The Centre des Monuments Nationaux adopted it early, and the Panthéon issue was among the first wave. Oberthur Fiduciaire printed them to genuine banknote security standards — intaglio, UV-reactive inks, and a genuine EURion constellation — which technically makes them harder to counterfeit than some actual circulating notes from smaller issuing nations.
