These notes are legal in the sense that they carry the euro denomination and reproduce official security features — including the holographic strip and the watermark — under license from the European Central Bank, which granted permission specifically because the face value renders them non-circulating by design. The ECB's tolerance of the format is the quietly interesting part; it represents one of the very few cases where a private commercial operator was permitted to reproduce euro security elements on a mass-produced collectible.
