The zero-euro souvenir note program was launched in 2015 by the European Banknote Memory Organisation, with Oberthur Fiduciaire holding the printing contract throughout. These notes are legal in the sense that they carry the euro denomination and reproduce official security features — including the holographic strip and the watermark — under license from the European Central Bank, which granted permission specifically because the face value renders them non-circulating by design. The ECB's tolerance of the format is the quietly interesting part; it represents one of the very few cases where a private commercial operator was permitted to reproduce euro security elements on a mass-produced collectible.
