The zero euro souvenir note program launched commercially in France in 2015, a private venture by the UEBU (Universal Euro Banknote Union) operating under license with participating tourist sites. Oberthur Fiduciaire — one of the major security printers behind genuine euro production — prints these to full banknote specification: intaglio printing, UV-reactive ink, a eurion constellation, and an embedded security thread. The legitimacy of the production process is precisely what makes these collectable rather than merely decorative.
They carry no monetary value by design, which exempts them from currency law while allowing the full security apparatus of real banknote printing.
