The EuroSouvenir program launched in 2016 as a licensed novelty scheme — real banknote paper, genuine security features, printed by one of Europe's major security printers, but with zero face value and no legal tender status anywhere. Oberthur Fiduciaire produced the series using the same substrate and printing infrastructure it applies to circulating currency, which is precisely what gives these notes their tactile credibility.
The Catacombes issue was among the earliest releases. The ossuary beneath Paris holds the remains of roughly six million people, transferred there from overcrowded city cemeteries beginning in the 1780s — a public health measure that became, over two centuries, one of the city's more singular tourist destinations.
