The 0 Euro souvenir note program was launched in 2015 by a private enterprise called EuroBanknote Memory, which partnered with licensed printers to produce legal-format novelty notes sold as tourist collectibles. They carry no monetary value and are not issued by any central bank — the European Central Bank permits their existence provided they meet specific anti-counterfeiting criteria and are clearly distinguishable from circulating currency. Oberthur Fiduciaire, one of France's two major security printers, produces them to genuine banknote specification, which is precisely the point of the exercise.
The Centre des Monuments Nationaux, which administers over 100 state-owned historic sites including the Arc de Triomphe, sells these through its on-site gift shops as a revenue stream. The notes are printed in numbered series with varying print runs, and certain low-run variants from the early years of the program have already attracted secondary market premiums.
