The zero-euro souvenir note program launched commercially around 2015, driven by the UERC as a licensed collectible — legal in design reproduction but with no monetary value and no central bank backing. The Lumigny zoo in Seine-et-Marne, southeast of Paris, is a privately operated wildlife park specializing in large cats and primates — a minor but enthusiastic participant in a program that had issued notes for hundreds of European attractions by 2020.
