EuroSouvenir notes are collector-targeted novelties issued under a licensing arrangement with the European Central Bank, which permits the "0 Euro" denomination as a loophole — genuine legal dimensions and security features, zero monetary value. Oberthur Fiduciaire, one of France's major security printers with a long history of producing actual circulating currency, prints these to full banknote specification, which is precisely why the format works as a souvenir rather than a cheap reproduction.

The Parc Zoologique de Paris, reopened in 2014 after a decade-long renovation, has issued multiple themed 0 Euro notes across different series. The félins release is one of several site-specific variants sold directly through the park's retail outlets.
