The zero-euro souvenir note scheme has been running since 2015, operated by the European Banknote Memory Organisation (ESMO) and distributed through participating tourist sites and cultural institutions. CNAS functions as one of the licensed distributors within that network, commissioning designs and handling regional sales. Oberthur Fiduciaire prints the entire series to genuine banknote specification — same security paper, same intaglio printing — which is precisely why collectors treat them as a legitimate category rather than novelty merchandise.
R. Faille is a recurring designer credit within the Oberthur stable for this series.
