The zero euro souvenir note program, administered through a network of licensed retailers and tourist sites across Europe, was launched in 2015 and has since become a legitimate collecting category in its own right. Oberthur Fiduciaire prints these to full security banknote specification — genuine intaglio, UV-reactive ink, watermark, and the EURion constellation — despite carrying no monetary value and no legal tender status anywhere. Palatul Culturii in Iași, completed in 1925 after decades of interrupted construction dating back to 1906, was built on the site of the former Moldavian princely court.
