EuroSouvenir notes are legal tender in the strict technical sense — they are issued under a European Central Bank framework that authorizes commemorative zero-denomination collector notes — but no retailer is obliged to accept them, and none does. Oberthur Fiduciaire prints them to the same security specifications as circulating euro banknotes, which is partly the point: the substrate, the feel, and the production standards are genuine.
The Palais des Papes was the seat of the papacy from 1309 to 1377, when Avignon functioned as the effective center of Western Christendom during what historians call the Avignon Papacy.
