EuroSouvenir notes were introduced in 2015 as a licensed souvenir format, printed to genuine euro security specifications — same paper, same intaglio printing, same Oberthur Fiduciaire presses used for circulating French currency — but with a face value of zero, making them legal memorabilia rather than legal tender. The program launched in France before spreading across Europe, and this example is among the earliest issues in the series.
Oberthur's involvement is not incidental. The Tours-based printer has held French banknote contracts continuously since the nineteenth century, and applying that production infrastructure to a zero-denomination tourist item is a quietly peculiar use of sovereign-grade security printing.
