The zero-euro souvenir note was introduced in France in 2016 by Oberthur Fiduciaire, which holds the distinction of being one of the few private security printers authorized to produce notes carrying genuine euro security features — including the EURion constellation and a holographic strip — despite the face value being legally nil. The European Central Bank permits this because no monetary claim can attach to a denomination of zero.
Oberthur had been producing banknotes for over a century before this program launched, and the tourist note line was a calculated commercial venture: sold at a markup in gift shops, legally uncomplicated, and surprisingly difficult to counterfeit given the production spec.
