Euro Souvenir's 0 Euro program launched in France in 2015 as a licensed novelty scheme — technically legal tender in form but issued with a face value designed to make redemption pointless. Oberthur Fiduciaire in Chantepie prints the series to genuine banknote specification, using the same security paper and production standards applied to circulating currency, which is most of the appeal for collectors.
The Oktoberfest edition joins a large run of German tourist-site issues. These sell briskly at point of sale and rarely enter any secondary market in used condition — most go straight into albums.
