EuroSouvenir notes are legal-format collector pieces issued under a licensed scheme that allows cultural institutions and tourist sites across Europe to sell zero-denomination euros as souvenirs — they are genuine banknote paper printed by authorized security printers but carry no monetary value. Oberthur Fiduciaire, one of the few firms licensed to produce them, prints these to full ECB dimensional specification, which is part of the appeal.
