The zero-euro souvenir note is a French commercial concept that emerged around 2015, with Oberthur Fiduciaire producing the bulk of the series under license from the European Central Bank, which permits their manufacture provided they carry no legal tender status. EEBE coordinates regional issues across European cities and heritage sites, with Nitra — one of Slovakia's oldest continuously inhabited settlements — joining the series in 2018.
These notes are sold, not circulated. Oberthur's involvement guarantees genuine security printing, including the same intaglio feel found on real euro denominations, which is precisely the point of the product.
