The souvenir zero-euro note program, administered through EuroSouvenir and printed by Oberthur Fiduciaire, has no legal tender status anywhere — it exists entirely as a licensed collectible, sold directly at tourist sites. Oberthur produces them on genuine banknote paper using intaglio printing, which gives them enough tactile authenticity to satisfy collectors while carrying zero monetary obligation for any central bank.

Nîmes hosts one of the best-preserved Roman amphitheatres in the world, still used for bullfighting and concerts. The note was presumably sold on-site at the arènes themselves, which is the standard distribution model for this series.
