The 0 euro souvenir note program, administered by the Paris-based firm Oberthur Fiduciaire under license from the European Central Bank, launched in 2015 as a collector-only product — legal in denomination precisely because it carries no monetary value and thus sidesteps ECB issuance rules. Retailers and regional tourism offices commission their own designs, printed on genuine euro-security substrate with the standard UV and watermark features intact.
The La Rochelle issue honoring local cartoonists Nemery and Calmejane is one of hundreds of French regional variants. Scarcity is entirely artificial — determined by the print run ordered by the commissioning vendor, not by any economic event.
