The 0 Euro souvenir note program was never an ECB monetary instrument — the ECB licenses the format and security features to approved private issuers, who sell them as collectibles through tourist sites across Europe. Nausicaá, the marine centre in Boulogne-sur-Mer, issued this note through that scheme. Oberthur Fiduciaire handles the vast bulk of these tourist issues, and the signature of R. Faille as C.E.O. rather than an ECB president makes the commercial nature explicit in the paper itself.

Zero-denomination notes have no legal tender status anywhere in the eurozone.
