The zero-euro souvenir note program was launched in France in 2016 by Richard Fults, an American entrepreneur, under license from the European Central Bank — which permits reproduction of euro design elements on non-monetary items provided denominations remain outside the legal series. Oberthur Fiduciaire prints the entire range, applying the same security features used in genuine euro banknotes, including UV-reactive inks and a metallic security thread, which is either a deliberate marketing choice or an extraordinary level of effort for a tourist trinket, depending on your perspective.

Naturoparc Hunawihr, a stork and otter reserve in the Alsatian wine country, joined the program in 2018.
