The 0 Euro souvenir note program, administered under license from the European Central Bank, began in France around 2015 and rapidly expanded into a collector market of its own. Oberthur Fiduciaire prints these to legal banknote security standards — genuine intaglio, embedded security thread, UV-reactive elements — despite the face value making them legally worthless as tender. The production spec is not decorative; ECB licensing requires it.

Napoleon is among the most commercially issued subjects in the series, with multiple competing designs from different French tourist and cultural operators. Distinguishing between them requires checking the issuing body reference printed in the lower margin.
