The 0 Euro souvenir series, sanctioned by the European Central Bank and distributed through licensed retailers across Europe, has become a genuine collecting category since Matej Gabris launched it around 2015. Gabris, a Slovak entrepreneur, negotiated the framework that allows these notes to be printed to euro specification by authorized security printers — Oberthur Fiduciaire in this case — while carrying a zero denomination to keep them legally outside monetary regulation.
Napoleon is an obvious commercial choice, but the production credentials are not trivial. Oberthur has printed currency for over 150 countries, and the watermark and substrate here meet the same manufacturing standards as circulating euro notes.
