The 0 Euro souvenir program was formalized under the European Souvenir Banknote Association in 2015, with Oberthur Fiduciaire handling the bulk of production — a deliberate choice, since Oberthur's own history in security printing stretches back to the nineteenth century. A note commemorating papermaking printed on 100% cotton substrate by one of France's oldest fiduciary printers is not an accidental pairing.
