The souvenir zero-euro note program launched commercially around 2015 under UEDE licensing, with Oberthur Fiduciaire handling the bulk of production. These notes are printed to the same security specifications as circulating euro banknotes — genuine cotton substrate, ultraviolet-reactive inks, microprinting, and a metallic security thread — which is precisely the point: they are legally worthless but physically indistinguishable in construction from legal tender.
