The 0 Euro souvenir note program, administered under the EuroSouvenir banner and printed by Oberthur Fiduciaire, operates in a curious legal grey zone — the notes are genuine legal tender under European Central Bank rules, denominated at zero, which means they satisfy the formal definition of a banknote while having no transactional value whatsoever. Oberthur prints them to full security standards: correct paper, correct dimensions, genuine intaglio where applied.

The Munich Rathaus release from 2018 is one of hundreds of location-specific issues in the series, sold as collectibles at tourist points of sale rather than distributed through any banking channel.
